MORE than two weeks of speculation have ended with confirmation from the Department for Transport that the 'North TransPennine' electrification scheme mentioned in the Chancellor's autumn statement does cover Manchester to York, rather than stopping at Leeds.

But it's now been revealed that the wires could be set to run much further, subject to satisfactory business cases, and cover more routes, including those to Hull and Middlesbrough.

There has been a debate within the industry about the implications of the announcements by the Chancellor just over two weeks ago, with some reports saying that the Leeds to York section was included, and others pointing to official documents which apparently ruled it out, including the Treasury's own National Infrastructure Plan.

The first official indication that Leeds to York was part of the scheme came from transport secretary Justine Greening, when she gave evidence to the House of Commons Transport Committee two days ago.

In answer to a question about electrification from York Outer MP, Conservative Julian Sturdy, Ms Greening started to answer, and then appeared to correct herself.

"It's a route between Manchester and Leeds – Manchester and York via Leeds," she said. Mr Sturdy commented: "There was a bit of confusion over that, so that's good to hear." In answer to a further question, Ms Greening said she expected that the scheme would be carried out between 2016 and 2018.

MAINSTREAM macroeconomics has a pretty poor reputation these days, both among the public at large and among economists in other fields. This is hardly surprising. There is little consensus on even the most basic questions in macro. Ask top academics why America’s post-crisis recovery has been so slow and you will get many different conflicting answers. But the most obvious reason for the widespread disdain is that the profession failed to predict that the biggest and most painful downturn since the Great Depression was even possible.

Now, several groups of economists are trying to rebuild macro, often melding previously discarded ideas with sophisticated new mathematical and computational techniques. This week’s print edition gives an overview of some of the interesting new developments, but in this post, I want to look more at

the history of the field. The following slideshow by Markus Brunnermeier and Delwin Olivan of Princeton is a good place to start:

As the slideshow makes clear, macro has evolved in fits and starts. Existing models seem to work until something comes along that forces a rethink. Then academics tinker and fiddle until the next watershed. In response to the Great Depression, John Maynard Keynes developed the revolutionary idea that individually beneficial actions could produce undesirable outcomes if everyone tried to do them at the same time. Irving Fisher explained that high levels of debt make economies vulnerable to downward spirals of deflation and default. Simon Kuznets did not develop any new theories but he played a key role in the creation of the national income and product accounts. Before him, policymakers, investors, and citizens had little way of knowing whether the economy was even shrinking or growing. FDR had to rely on indicators like the price of pig iron or the volume of freight car traffic, rather than gross domestic product.

Just who should we be blaming anyway?

WHY have so few gone to jail for the financial crisis? The boom and bust in S&L lending in the 1980s ended with nearly one thousand people sent to jail for financial fraud—and that experience was quite mild compared to the recent cycle. A few days ago, America’s public television channel ran a special documentary programme about this curious phenomenon called “The Untouchables.” (You can watch the whole thing here*) The government’s prosecutors argued that it is very difficult to prove fraudulent intent beyond a reasonable doubt. They said that it is more rewarding from the perspective of the public interest to reach negotiated settlements rather than go to trial and lose. After all, America’s Justice Department failed to convict two Bear Stearns hedge fund managers of lying to investors about their exposure to subprime losses, despite initial expectations that the case would be easy. The Securities and Exchange Commission, which had opened a civil lawsuit against the duo, decided to avoid a trial and settled with the accused on terms dismissed by the presiding judge as “chump change.” Most subsequent civil suits launched by the SEC have been targeted at firms rather than individuals, which means that shareholders were the ones who had to pay, rather than anyone who may have been directly responsible. This track record has led others, including several featured in the programme, to wonder whether prosecutors have been sufficiently vigorous and whether they have the right priorities.

Part of the problem may have been the failure of prosecutors to target the right people for the right things.

"There is no amount of money in the world”, says a senior executive at a large banking consultancy,

“that would make me want to take up a position at a bank”. An accountant who runs the banking business at one of the world’s biggest audit firms ticks off the names of friends and colleagues who left accountancy to become director or chief financial officer at large banks in what once seemed a natural progression of their careers. Might he do the same? “I’d think they’re regretting it,” he says.

In banking, 2012 was the year in which pay and bonuses fell sharply for the first time in many. Yet 2013 will be known as the year in which many leave the industry altogether. Pay will fall further, and jobs will become harder to find, but—most of all—bankers will throw it in after having had enough of enduring the embarrassing silences that arise at dinner parties when they tell people what they do.

To be sure, not all bankers are ashamed of their line of work, nor is the public uniformly hostile to them. But there is enough antipathy towards the industry in many parts of the rich world that banks are finding it hard to attract staff for the first time in the memories of those who already work for them.

Start with the outlook for the industry. In 2012 major lines of business such as share issuing and trading slumped by as much as 30%. Fees in currency and bond trading and other bits of investment

banking have fallen, by some estimates, to where they were almost a decade ago and they may well drop again in 2013. The director of a business school in London says applications from investment bankers have surged: “The deal-flow is so low that they think now they’ll have time for a part-time MBA.”

The priciest partnerships

HOW DO you value a company when you cannot look at its books? That was the dilemma facing American Lawyer, which writes about the business of law firms. Undaunted, the magazine took a crack, and assigned a dollar value to 100 top firms. The results are something of a surprise.

The top-valued firms aren't the biggest by revenues (Baker McKenzie or DLA Piper), nor the most prestigious (Cravath, Swaine & Moore, say, or Wachtell, Lipton, Rosen & Katz). In fact, the numberone firm was neither a London nor a New York firm. Rather, it was Kirkland & Ellis, which is based in Chicago. The next two are Latham & Watkins and Skadden, Arps, Slate, Meagher & Flom. The full rankings can be found here, and a detailed description here.

The "value" of a company can mean different things. Market capitalisation for a public firm is simply the day's share price times the number of outstanding shares. But no top law firms are public. (Australia allows public law firms, and England has recently decided to do so as well, but none of the top firms have floated.) Book value is net assets (assets minus liabilities), or "owners' equity", in accounting terminology. But of course the private partnerships that make up American Lawyer's list don't publish numbers on audited assets and liabilities for nosy journalists to pore over.

So American Lawyer's editors had to get creative. For many years now, the big firms have sent their profit and revenue numbers to the magazine, which it uses to generate its lists of the biggest and most profitable firms. Now it took these numbers, plus a multiple generated in-house, to try to derive the value of a law firm—effectively putting itself in the shoes of a private equity firm wanting to buy one such. (This is now possible in England; it remains illegal for outside investors to buy even part of a law firm in America.)

Заглавия статей на английском языке

Для всех журналов без исключения существуют требования, предъявляемые зарубежными базами данных к заглавиям статей:

заглавия научных статей должны быть информативными (Web of Science это требование рассматривает в экспертной системе как одно из основных);

в заглавиях статей можно использовать только общепринятые сокращения;

в переводе заглавий статей на английский язык не должно быть никаких транслитераций

срусского языка, кроме непереводимых названий собственных имен, приборов и др. объектов, имеющих собственные названия; также не используется непереводимый сленг, известный только русскоговорящим специалистам.

Это также касается авторских резюме (аннотаций) и ключевых слов.

Авторские резюме (аннотации) на английском языке

Качественное представление аннотаций на английском языке к русскоязычным статьям является большой проблемой для российских авторов и редакций российских журналов. Стремление сократить объем печатного издания, уложиться в ограниченные финансовые рамки, вынуждает редакции либо вообще игнорировать аннотации и исключать требование об их обязательном наличии из правил представления к статьям для авторов, либо ограничивать объем аннотаций до 3–5 строк, 3-5 предложений и т.п., обходиться объемом 100–200 знаков.

Необходимо иметь в виду, что аннотации (рефераты, авторские резюме) на английском языке в русскоязычном издании являются для иностранных ученых и специалистов основным и, как правило, единственным источником информации о содержании статьи и изложенных в ней результатах исследований. Зарубежные специалисты по аннотации оценивают публикацию, определяют свой интерес к работе российского ученого, могут использовать ее в своей публикации и сделать на неё ссылку, открыть дискуссию с автором, запросить полный текст и т.д. Аннотация на английском языке на русскоязычную статью по объему может быть больше аннотации на русском языке, так как за русскоязычной аннотацией идет полный текст на этом же языке.

Аналогично можно сказать и об аннотациях к статьям, опубликованным на английском языке. Но даже в требованиях зарубежных издательств к статьям на английском языке указывается на объем аннотации в размере 100–250 слов.

Перечислим обязательные качества аннотаций на английском языке к русскоязычным статьям.

Аннотации должны быть:

информативными (не содержать общих слов);
