Welcome to Forum on Rural Roads Safety

More crashes occur on rural roads of the state than on major highways. Keeping them safe and preserving their history and beauty of their surroundings is critical to the motoring public and a challenge for transportation professionals.

That is why rural road safety has been chosen as the central topic for this year’s Transportation Forum to be held on November 28 at the University Student Centre in Lexington. Regional and national safety experts will join transportation professionals from government, industry and academia to discuss issues and strategies towards improving safety on the state rural roads.

Of interest to all participants will be the new technologies used for traffic control and sign management. Low volume doesn’t imply low tech! Intelligent Transportation System tools such as the Sign Management and Retroreflectivity (SMART) van will be on display at the Forum.

You won’t want to miss the following:

University researchers have completed an interesting project analyzing dozen of crash sites along the state secondary roads. Their findings and recommendations will be announced at the Forum.

The new Safety Audit process, which is being implemented in conjunction with Federal Highway Administration by the Transportation Cabinet, will help transportation professionals in local, state and consulting agencies be sure they are providing the safest possible roads for our traveling public. One session at the Forum will walk you through the safety audit process.

Regional and national experts on safety will be on hand at the Forum, so that everyone present can learn the best methods being used throughout the world. Con- text-sensitive design, an important area of emphasis throughout the highway design and construction process, will also be discussed.

And, of course, our Secretary of Transportation James Codell and State Highway Engineer Mac Yowell will present Roads Scholars and Road Masters awards to those who have successfully completed these programs since last Forum. So far, there are 32 Roads Scholars and 65 Road Masters anxiously waiting to receive their designation at the Forum. A new Transportation Hall of Fame recipient will be introduced at the luncheon.

The Center is again requesting nominations for the Hall of Fame award, which will be announced at the Annual Transportation Forum. The first recipient of this prestigious honor was Henry Ward, and succeeding inductees included: Buckner Hinkle, Cyrus S. Layson, Dwight H. Bray, Otto Ingram, Calvin G. Grayson Harold C. Watts and “Bas” Gaither. Please send in your nominations to honor another exemplary citizen, keeping in mind the following criteria:

“Hall of Fame inductees shall be persons who by their foresight, dedication, leadership, perseverance, and integrity have significantly enhanced transportation systems in the Commonwealth. They shall be or shall have been residents of the Commonwealth”.

An individual nominated in the past, but not selected , will be reconsidered during the selection process.

Three years have gone by since the last AFTES International Conference. I am pleased to invite you to take part in our eighth conference on the topic Underground works: techniques and men , which should enable you to witness the progress achieved in meeting the requirements and the desires of the society in which we live.

The fields related to underground works are changing every day. New engineering and decision-making facilities are being used currently. The examination and solution of problems must be adapted to new ways of working. Quality assurance procedures are also requiring us to rethink and to redistribute our tasks.

We must be able to master the fast developments in computer facilities so they contribute effectively to the success of our work as we were able to do with machines and materials. This enables us to study the role of a larger number of parameters than in the past, but without replacing the expert.

The successful construction of underground facilities must rely on an evaluation, which is partly the result of empirical knowledge of the properties of the ground, and partly based on the experience acquired in the handling of other projects.

At each stage of any underground project, we are confronted with reality. To be competitive, we need to use the inventions constantly contributed by industry. Conferences, such as this, serve to make them known and appreciated thanks to the exhibition open to all as well as to the papers which have been selected.

Project mechanization and the adaptation of conventional processes are a constant concern of engineers who are confronted with highly variable soil conditions. Other objectives, such as cost and deadline reduction, are also taken into consideration.

The organizers are going to place emphasis on the improvement of working conditions. Increasing public sensitivity with regard to the protection of its quality of life has brought about a huge demand for tunnel facilities. In certain towns, subsoil remains the only space available for new local activities and for regaining part of the surface to be improved. Much is consequently expected from underground works.

To meet these requirements, we must be able to cut costs, and deal with difficulties appearing during works. Reducing noise and vibrations, protecting the quality of the air and water, in short, avoiding any disturbance within the vicinity of worksites are objectives which call for considerable skill and care.

We hope this conference will contribute to the exchange of ideas, experiences and new knowledge. Let us thank, first of all, the authors of the papers presented, whose work is highly appreciated.

John Ive is one of the most influential designers working today. He’s only 37 years old and is one of the youngest designers to have won the Design Museum’s ‘Designer of the Year’ award, which he received 3 years ago.

John studied the design at Newcastle Polytechnic and, after graduating in 1990 he went to work for the London design agency, Tangerine. Tangerine were contracted to work on some new designs for Apple Computer, the US computer manufacturer, and in 1992, they invited John to move to their headquarters in Cupertino, California, to take up a full-time position.

Ive has been associated with a series of a highly successful designs for Apple, ranging from the original iMac, with its distinctive coloured housing, which was followed by a similarly colourful laptop – the iBook, to the more recent iPod – the portable music player which has sold more than 2 million units since its launch two years ago.

His success is mainly due to the revolutionary approach to computer design, which has changed them from industrial machines in beige boxes into sleek, stylish fashion objects. Walk into any office and you can see in a flash which desks have Apple computers on them – they just stand out, they attract your eye and, of course, the people who use them would not swap them for anything else.
